Meet Our Team
Stacey L. Liberto, ARM, NALP
Property Manager
Stacey, Property Manager at Pickwick East Apartments, joined the Rachuba Management team in 2012. She came to the business with no experience and began working as a Leasing Consultant at Piney Ridge. She took advantage of professional development classes and earned her first industry credential of National Apartment Leasing Professional (NALP) in 2013. With a focus on property management, she went on to study with the Institute of Real Estate Management (IREM) where she earned her Accredited Residential Manager (ARM) Credential in May 2015. In May of 2016, she was promoted to her current position as Property Manager at Pickwick East. She has been married for over 25 years to her high school sweetheart. In addition to her career achievements, she feels her greatest accomplishments in life are her three children.
Leasing Team
Alison Martin, NALP 
Leasing Consultant
Alison joined the Pickwick East team as a Leasing Consultant in June 2013. She had spent many years in Property Management including working as a Resident Manager throughout the Baltimore-Washington and Eastern Shore area before she gave it up to become an accredited National Association Leasing Professional (NALP) in 2013. The following year she went on to win first place in the Maryland Multi-Housing Association Star Awards for being the top leasing agent of the year. Alison graduated from the University of Maryland Eastern Shore with a B.A. in History. She also attended Salisbury University and was commissioned a United States Army Officer through their ROTC program. As a Transportation Officer she spent 10 years servicing her country. Alison enjoys working for Rachuba Management but most importantly she loves her job as a leasing consultant welcoming people home to the Pickwick East Community.
Kim Schafferman, NALP
Leasing Consultant
 
Kim has been a Leasing Consultant with the Rachuba team since 2010. She has over 21 years of experience as a leasing professional, earning her NALP (National Apartment Leasing Professional) credential in 2016. Kim won the 2018 Maryland Multi-Housing Association’s Silver Award in the Leasing Professional category. She enjoys assisting others in finding the perfect home and building trusting relationships. Kim also enjoys working with her Rachuba team and Pickwick East community members. She is passionate about spending time with her son, new daughter-in-law and grand-dog Louie. Family is most important to her, including her rescued Pit Bull dog, Hunter. In her free time, she enjoys cooking using various spices, recipes and methods. 
Maintenance Team
Bill Whitehead, CAMT
Maintenance Supervisor
 
Bill has been with Rachuba Management for 10 years. He has over 18 years of experience in the Industry. He received his CAMT - Certified Apartment Maintenance Technician certificate in early 2002 and has an HVAC certification from Dundalk Community College. On site he enjoys assisting residents with issues that arise, snow removal and all aspects of maintenance. Bill is the proud father of four awesome boys. He enjoys sports and camping with his family. He gets fulfillment from working for a company that cares about their employee and residents, which he believes is rare these days and he happy to be a part of it. 
Tom Dorsey, CAMT
Assistant Maintenance Supervisor
 
Tom has worked at Pickwick East for five years. As part of the maintenance crew, he specializes in all things electrical. An avid outdoorsman, he enjoys fishing and hunting on his time off.
Ken Crow, CAMT
Maintenance Technician
 
Ken Crow has been a member of the Rachuba Team for the past eight years. His experience includes working for 14 years at Continental Realty, and Dennison Plumbing prior to that. He loves cars and his motto is F.O.E. – Family Over Everything!
Shawn D. Lee, CAMT
Maintenance Technician
 
Shawn has been employed with Rachuba Management for 8 years. He earned his Certified Apartment Maintenance Technician Certificate (CAMT) and his HVAC Certificate. In his free time, Shawn enjoys spending time with his family, playing basketball, football and playing PlayStation. He is most proud of his family and his new grandson. 
Mahoney Nguyen
Maintenance Technician
 
Mahoney has been with Rachuba Management for over 8 years and has more than 34 years of experience in the industry. He is experienced and versatile in carpentry and woodworking with a background in multi-family, residential construction and remodeling, that includes framing, trim, windows, doors and siding. He is most proud of his family and very much enjoys spending all of his free time with them.
Mike Dougherty
Maintenance Technician
 
Mike joined Rachuba Management in May 2018. Mike attended the Maryland Multi-Family Housing Association (MMHA) Maintenance Technical Training Academy where he learned skills in HVAC, CFC, plumbing, carpentry, drywall and electrical, among other areas. He received his Universal HVAC certification and LEAD certification in 2018. In his free time, he enjoys taking road trips from coast to coast to explore new areas. He also enjoys watching sports and is a Duke basketball fan.
Steven Brunner
Maintenance Technician
 
Steven is one of the newest members of the Pickwick East family. He most recently worked at Boulevard at White Springs and prior to that, Harbor Point Estates. He received his HVAC-R and has experience in plumbing, HVAC, and new systems installations. The father of 3 (with one on the way), Steven is enjoying his new work family.
Mervin Dyer
Maintenance Groundsman
Mervin has been employed with Rachuba Management for 3 years as a Maintenance Groundsman. He was hired through The ARC of Baltimore. He recently received the Maryland Multi-Housing Association’s Silver Award for Porter of the Year. Mervin enjoys ensuring the community is clean and free of debris. In his free time, he likes to read, watch sports, travel and meet new people. He believes a positive attitude allows him to make a difference in other people’s lives.
